Maurice Moore’s second letter to George Moore about war fighting in South Africa was published by journalist William Thomas Stead in Part 2, Chapter 3 — “From A British Officer In Command” — in the pamphlet How Not to Make Peace (December 1900).
The letter was published anonymously and attributed to “An Officer in Command.” Introduced by Stead and surrounded by copious testimony from other sources, the pamphlet ran to almost 60,000 words on 104 closely printed pages.
The numbering of parts, sections, chapters, and articles in my transcription follows the printed pamphlet.
